Exclamation Question is a Japanese M.U.G.E.N creator famous for making various characters from bootleg games. These creations happen to be source accurate, with a couple of exceptions. Either way, his characters are well received, especially the Kart Fighter conversions, as he is the only creator to convert the entire cast.
